ENGG. ACTIVITIES OF ZONAL OFFICE (NORTH)-DATA BANK  AS ON SEP, 2008.

a).

Engg. Division is engaged mainly in the following activities:-
 

Construction of godowns, plinths and ancillary building.

Construction of District / Regional office buildings.

Installation of lorry weighbridges.
Repair and Maintenance of godowns, own railway sidings, office buildings and staff quarters.

Maintenance and operation of silos.

b).

There are 284 depots in the jurisdiction of Zonal Office(North) with covered storage capacity of  73.25 lacs  MT(Ref sheet -I)

c).

The above stated capacity of 73.25 lacs MT includes bulk storage capacity of 1.50 lac MT in 8 Nos. vertical silos (1.5 lac MT)and one large dia bins complex (720000MT) (Refer Sheet-II)

d).

26 depots are provided with railway sidings(Refer Sheet-III)

e).

There are in all 293 lorry weighbridges (Refer Sheet-IV)

f).

The storage of grain in bulk first emerged in 1961 with the gifting of pre-fabricated steel silos from USA.Subsequent thereto two Silos of RCC construction each of 20,000MT capacity were set up at Mayapuri and Faridabad in 1973.Their strength increased to 7 when 5 vertical silos (RCC) each 20,000 MT capacity were constructed  with credit assistance from World Bank. These were commissioned in 1980.
ANALYSIS

Stocks are brought to the silos from Mandis in bags and are cut open before loading into the bins. Similarly at the time of retrieval from the bins rebagging is done before despatch.All these add to the operating cost.

It is accepted that storage of foodgrains in vertical silos is one of the most ideal method the world over, involving minimum storage losses. However, in our case the drawback is that we have not been able to integrate these storages with receipts/dispatches and transportation in bulk form, with the consequence that the overall handling/storage cost is relatively much higher. Therefore despite modern features in the Silos, the economy of operations has not been found favorable.

Very rarely used. These bins could be used only 3 times over 30 years as under:--

In the years following 1989, the utilization has been insignificant.
 
Reason for non-utilization of bins:
  • One of the main reasons for non-utilization of the above bins has been non-functional temperature monitoring system which is considered imperative for ensuring proper upkeep of the stocks held in them.
  •    As per the estimates obtained ,the temperature sensing systems in vogue are of Transducers type assisted by scanner etc. involving expenditure of over 90.00 lacs.Considering that security of the expensive components cannot be ensured ,their installations is fraught with theft/pilferage and hence not recommended.

  • The stocks arriving by rail cannot be straightaway loaded on the small platform alongside each bin and bulk of the quantities is unloaded at a distance. Transporting the same to the bin involves extra labour and expenditure.  Furthermore,the bags have to be cut open  for loading the bins with grains in  bulk by means of vacauator machines. These are pneumatic machines with average loading capacity  of 10T/.hr  which is quite low. Pneumatic conveying is sluggish and expensive.
  • ANALYSIS
    This office is of the view that the design of the flat bins at Kanpur has not been suitable with respect to our requirements as has been evidenced. It would indeed be worth consideration to demolish these bins occupying vast area and construct godowns thereon if warranted by storage requirement

  • As per the extant policy of FCI, all depots irrespective of the capacity need to be equipped with weighbridges. All canters except Kishtwar (J&K) are provided with weighbridges.
  • Due to use of bigger trucks employed these days by the transporters for foodgrains, the 20 MT weighbridges whether mechanical or electromechanical(Hybrid) are proving to be inadequate.As such the same are being upgraded to 40MT in a progressive manner depending upon the priorities and availability of funds. Tenders for 16 No up gradations are in progress.

  • District Managers are vested with powers for the maintenance/upkeep of the weighbridges. They award the Annual Maintenance contracts mainly to the weighbridge suppliers. Average AMC charges are about Rs 20,000/- for electronic and Rs 10,000/- for mechanical type weighbridges
